Berlin’s 2025 housing market expands with thousands of new flats across Spandau, Pankow, Neukölln & more—many rent-controlled, WBS-eligible, and eco-friendly.
Right now, it is really hard for anyone seeking for an apartment in Berlin. There is a strong demand and a relatively limited supply. Furthermore, hardly much new building is taking place. However, this year will see the completion of new development projects, and the flats will be rented out. We show you which flats are for rent and where construction is now taking place.
At Landsberger Allee 313 to 319, the state-owned housing corporation Berlin-Mitte (WBM) has just started renting out 173 units. By July, the units should be finished. Apartments ranging in size from 35 to 135 square meters, with one to five rooms, will make up the 13,200 square meters of living space that will be constructed.
The initial rate for the 89 rent-controlled flats will be seven euros per square metre. Additionally, 87 apartments will be barrier-free. There will be a playground in the courtyard and a childcare facility on the ground level. There are also plans for green recreational spaces. In addition to installing a solar system, the flats will be linked to the district heating system.
The first phase of a residential complex on Rauchstrasse in Spandau is another significant new building project that WBM is presently finishing. 104 of the 238 flats that will shortly be finished will be for residents who possess residential entitlement certificates (WBS). The start of leasing is planned for a few weeks from now.
Furthermore, 15 privately financed flats at Eckertstraße 7 in Friedrichshain will soon be available for rent from WBM. They will probably cost more because they are privately funded.
Additionally, 18 homes in Friedrichshain will soon be available for low-income WBS beneficiaries, with beginning rentals of seven euros per square meter, and six flats for middle-class individuals, with starting prices of 11.50 euros per square meter.
In the upcoming weeks, additional privately funded flats will be built at Weinstraße 30 and made available for rent.
In Pankow, the state-owned Gesobau is constructing at Hamburger Platz. Both new homes and additions to existing structures are being built. By year’s end, 185 new flats, including one- and two-room apartments and bigger apartments with up to five rooms, will be available for purchase. Families holding a Wohnberechtigungsschein (housing permit) will be able to rent nearly two-thirds of the units for a net rent of seven euros per square meter.
Additionally, Gesobau is constructing at Königsweg 33–41 in Reinickendorf. Here, 46 one- to four-room flats are to be constructed. At the end of the year, leasing will start. The net rent for half of the units, which are subsidised, will start at €6.50 per square metre.
In August, the state-owned Gewobag will start renting out 24 flats on Diesterwegstraße in Pankow, next to Ernst-Thälmann-Park. Additionally, Gewobag is constructing at numbers 341-343 on Landsberger Allee. In October, 202 flats will be available for leasing. Gewobag is constructing a larger neighbourhood of 1,500 apartments here.
In addition to the apartments, a daycare center and commercial space for retail and services will be built. Green spaces will be created between the buildings. The roofs of the seven- to eight-story buildings will also be landscaped and equipped with photovoltaic systems.
Waterfront Living in Spandau and Köpenick

Gewobag is seeking tenants for three additional projects starting in December 2025: for 86 apartments on Wendenschloßstraße in Köpenick, as well as for two major projects in Spandau: for 189 apartments in the “Waterkant” district and for 308 apartments in the Neues Gartenfeld district.
All three projects are close to the water: the apartments on Wendenschloßstraße are located in Köpenick, on a former industrial site on the banks of the Dahme River.
A total of 255 apartments will be built here, 217 of which will be subsidised apartments with restricted occupancy for low- and medium-income residents. Gewobag is also building a daycare centre, a senior care home, and a boarding house here.
The Waterkant will be a completely new district in Haselhorst, on the eastern bank of the Oberhavel River. A total of 2,500 apartments will be built here. In addition to Gewobag, WBM is also building here. 1,099 apartments have already been completed, but a new sub-project will go into rental in December; many of the apartments are rent- and occupancy-controlled. A new Rewe supermarket and two daycare centres for the neighbourhood have already been completed.
The New Garden Field in Spandau is also a completely new district under construction. Gewobag is building around 1,100 apartments here, 308 of which are scheduled to be rented out by the end of 2025. In total, the district will comprise around 3,600 new apartments; cooperatives and Buwog, part of the Vonovia housing group, are also building here.
The new district is located in Siemensstadt, between the Berlin-Spandau Shipping Canal and the Old Berlin-Spandau Shipping Canal. To ensure easy access to the apartments, construction of a bridge over the Old Berlin-Spandau Shipping Canal for buses, trams, bicycles, and pedestrians will begin this year. The state-owned Howoge company is building a school for the district.
Howoge is also in charge of building a large portion of the city’s new housing stock in addition to the schools. Beginning in May, 158 flats with one to six rooms at Lückstraße 33–37 in Rummelsburg, close to the Weitlingkiez neighbourhood, will be leased.
Rent and occupancy limits apply to half of the units since they are subsidised. One of the ‘electricity-only’ projects Howoge is working on is the building complex, which has a solar system on the roof and an air-source heat pump.
In the Hakenfelde district of Spandau, Howoge is also developing the Havelufer Quarter, where 40 apartments are scheduled to be let in July and a further 191 in August. The entire quarter consists of subsidized apartments, half of which are barrier-free. These buildings will also have a fossil-free energy supply as “electricity-only” buildings. Green spaces are planned between the buildings and on the roofs.
In Altglienicke in the southeast of the city, Howoge is working on a quarter on Anne-Frank-Straße with a total of 583 apartments, some of which are already leased. In August, another 157 apartments will come onto the market in this quarter. The quarter will have apartments ranging in size from one to five rooms, and 292 will be barrier-free.
In October, another 91 Howoge apartments in an eleven-story new building are scheduled to go into lease. They are located on Wiecker Straße in Neu-Hohenschönhausen. All apartments have a balcony or terrace; half of the apartments are subsidized and therefore subject to occupancy and rent control. Photovoltaic systems are installed on the roof. All rainwater is designed to be able to seep into the grounds, in the spirit of a sponge city.
Neukölln will also see new buildings constructed by a state-owned housing company. The city and state government are slated to lease 36 apartments in Alt-Britz in October, but prospective tenants can register their interest as early as August. One of the two buildings will be built of wood, the other of brick, to compare the two construction methods in a research project on sustainable construction.
An entire urban district with a total of around 900 apartments is being built in the southeast of the city in the Buckower Felder district, also under the auspices of Stadt und Land. The district is located near Britzer Garten and borders the Berlin Wall Trail to the south.
One phase of the district is expected to open for leasing in June, another in October. Applications for some apartments in the Buckower Felder district are already open. In addition to a daycare center and a youth recreation center, the district will also include a medical center and retail space.
Stadt und Land is building another 90 apartments on Galileistraße in the Am Plänterwald district near Treptower Park. One- to four-room apartments are being built here, and leasing is scheduled to begin in October. Registration for the apartments will open in August.
The city and state government are also pushing ahead with a larger project in Hellersdorf: 154 apartments are being built on Lily-Braun-Straße, about half of which will be rented to households with housing permits. The apartments range in size from one to four rooms. Registration for these apartments will open in October, with actual leasing starting in January 2026.
Near Potsdamer Platz: the new buildings at the Post Office Checking Office
The state-owned housing company Degewo has almost completed a small new neighborhood next to the former Post Office Checking Office at Hallesches Ufer 60 in Kreuzberg. Some of the 337 apartments are already rented, with more to follow in the summer.
The apartments will be one- to five-room apartments with balconies or terraces, 75 percent of which will be rented as subsidized housing with rent and occupancy restrictions. A new supermarket has also already been built on the site.
At Salvador-Allende-Straße 5-5c in Treptow-Köpenick, the company will be bringing 112 additional new apartments into rental in the second half of the year. A large portion of the building’s construction is made of wood, which is why the project has been awarded a seal of approval for sustainable housing.
At Eisenhutweg 54-76 in the Treptow district of Johannisthal, Degewo is commissioning KW Development to build 583 apartments, almost two-thirds of which are rent- and occupancy-controlled, and a large portion are also barrier-free. The apartments range in size from 1.5 to 5 rooms. Some of the apartments are already rented, and the final construction phase of the project, with a further 184 apartments, is expected to be rented out this summer.
At Sewanstraße 259/259a in Lichtenberg, 136 apartments with one to three rooms will also be completed this year, 48 of which will be rented out by Degewo. Rental is scheduled to begin in the second half of the year.
The state-owned housing businesses in Berlin are now building by far the greatest percentage of new units. The Falkenquartier in Weißensee is one privately constructed property that just entered the leasing market. Catella is now leasing the 67 residential apartments that the Falkowski Group created here. The starting rent is about €19 per square metre.
A spokesman for the big housing developer Vonovia responded to a request for comment by writing that 1,100 flats will be finished in Berlin this year. Nevertheless, the business gave no details regarding the sites.
