This is due to the fact that, as stated by the European Transport Safety Council (ETSC), the regulations that were established in Brussels "will make the devices practically useless for safety researchers." This is because "the specifications prohibit the recording of information on time, date, and location, which are essential to reconstruct the facts of a collision between vehicles." The information contained in the black boxes will, in point of fact, be gathered together, anonymized, and then examined only for the research and study of accidents in general, and not for the purpose of elucidating the dynamics of a specific occurrence.


In addition to the numerous innovations of today, there is also the mandated adoption of the Isa system, also known as the Intelligent Speed Assistance, which is a speed detector that is intended to assist drivers in adhering to the limits that are specified by the highway code. However, according to experts at ETSC, the preexisting regulations "may induce manufacturers to construct vehicles with an ISA system with low advantages in terms of safety." These systems are more likely to be designed with the intention of "annoying drivers." Critical issues also arise in this scenario as a consequence of the minimum legal characteristics "which will allow a warning only system that presents an annoying acoustic signal, potentially combined with inaccurate speed information due to systems that only use a method of recognizing" road "signs based on a camera ".
